1.全国网安标委就《人工智能应用伦理安全指引》1.0版（征求意见稿）公开征求意见

4 月 17 日，全国网络安全标准化技术委员会就《人工智能应用伦理安全指引》1.0 版（征求意见稿）面向社会公开征求意见。该文件规定了人工智能应用活动中的伦理安全理念、原则与具体指引，覆盖应用开发、服务提供及用户使用等环节，适用于组织或个人开展人工智能应用开发、服务提供、使用等相关活动，也可为相关主管部门、行业组织推进人工智能伦理安全治理提供参见。

The National Technical Committee 260 on Cybersecurity of SAC Issued a Public Consultation on Version 1.0 (Draft for Comment) of the ‘Guidelines on the Ethical and Security Aspects of Artificial Intelligence Applications’

On April 17, the National Technical Committee 260 on Cybersecurity of SAC invited public comments on Version 1.0 (Draft for Comment) of the ‘Guidelines on Ethics and Security in Artificial Intelligence Applications’. The document sets out ethical and security concepts, principles and specific guidelines for AI application activities, covering development, service provision and user usage scenarios. It applies to organizations and individuals engaged in AI development, provision and use, and may also provide a reference for competent authorities and industry organizations in promoting AI ethical and security governance.

2.十部门联合公布《促进和规范电子单证应用规定》，9月1日起施行

4月17日，国家互联网信息办公室、工业和信息化部等十部门联合公布《促进和规范电子单证应用规定》，自9月1日起施行。《规定》明确电子单证应用原则与部门职责，提出了加强电子单证信息互认共享等促进措施，规范电子单证系统可靠性与安全要求，规定国家网信部门会同国家有关主管部门制定相应的分类分级标准规范及管理要求，对电子单证系统建设运营和电子单证业务进行监督检查。

Ten Government Departments Jointly Issued the ‘Regulations on Promoting and Standardising the Application of Electronic Documents’, to Take Effect on 1 September

On April 17, ten departments, including the Cyberspace Administration of China (CAC) and the Ministry of Industry and Information Technology（MIIT）, jointly issued the “Regulations on Promoting and Standardising the Application of Electronic Documents ”, which will come into effect on 1 September 2026. The Regulations clarify the principles governing the application of electronic documents and the responsibilities of relevant departments. They propose measures to promote the mutual recognition and sharing of electronic document information, standardise reliability and security requirements for electronic document systems, and stipulate that the national cyberspace administration, in conjunction with relevant competent authorities, shall formulate corresponding classification and grading standards, specifications and management requirements, and conduct supervision and inspection of the construction, operation and business operations of electronic document systems.

3.上海市网信办通报2026年第一批属地App个人信息收集使用问题

4月17日，上海市互联网信息办公室通报2026年第一批属地App、小程序个人信息收集使用违规问题，共8款应用存在未公开收集使用规则、隐私政策难以访问、未经同意收集使用个人信息、超出必要范围收集使用个人信息、未提供有效账号注销功能、未及时处理投诉举报等违规情形。上海市网信办要求相关运营者15个工作日内完成整改并报送整改情况，逾期将依法处置处罚。

Shanghai Cyberspace Administration Office Reports on Personal Information Collection and Use Issues in the First Batch of Locally Registered Apps in 2026

On April 17, the Shanghai Internet Information Office issued a notice regarding the first batch of 2026 violations concerning the collection and use of personal information by locally registered apps and mini-programs. A total of eight applications were found to have violated regulations, including failure to publicly disclose collection and usage rules, privacy policies being difficult to access, collection and use of personal information without consent, collection and use personal information beyond the necessary scope, failure to provide an effective account deletion function, and failure to promptly handle complaints and reports. The Shanghai Cyberspace Administration has required the relevant operators to complete rectification within 15 working days and submit a report on the rectification status; failure to do so will result in legal action and penalties.

4.工信部公示《智能网联汽车组合驾驶辅助系统安全要求》强制性国家标准报批稿

4月15日，工业和信息化部公示《智能网联汽车组合驾驶辅助系统安全要求》强制性国家标准报批稿，标准拟于2027年1月1日起实施。标准规定了智能网联汽车基础单车道组合驾驶辅助系统、基础多车道组合驾驶辅助系统、领航组合驾驶辅助系统的安全要求与同一型式判定，描述了相应的检验与试验方法，适用于安装有基础单车道组合驾驶辅助系统、基础多车道组合驾驶辅助系统、领航组合驾驶辅助系统的M、N类汽车。

The MIIT Publishes Draft Mandatory National Standard on ‘Safety Requirements for Combined Driver Assistance Systems in Intelligent Connected Vehicles’ for Approval

On April 15, the MIIT published the draft mandatory national standard ‘Safety Requirements for Combined Driver Assistance Systems in Intelligent Connected Vehicles’ for approval. The standard is scheduled to come into effect on 1 January 2027. The standard specifies the safety requirements and type approval criteria for basic single-lane combined driving assistance systems, basic multi-lane combined driving assistance systems, and piloted combined driving assistance systems in intelligent connected vehicles. It describes the corresponding inspection and testing methods and applies to Class M and Class N vehicles equipped with basic single-lane combined driving assistance systems, basic multi-lane combined driving assistance systems, or piloted combined driving assistance systems.

5.国家数据局就《关于推进行业高质量数据集建设行动的实施方案（征求意见稿）》公开征求意见

4月15日，国家数据局就《关于推进行业高质量数据集建设行动的实施方案（征求意见稿）》面向社会公开征求意见。方案围绕行业高质量数据集供给、流通、应用等关键环节，部署强基扩容、标注攻坚、提质增效、应用赋能、管理服务、价值释放六个专项行动，目标到2028年底，建成一批覆盖重点领域、经过应用验证的行业高质量数据集，打造一批数据驱动人工智能创新发展的典型应用场景，培育一批具备领先优势的创新型数据企业和专业人才，形成一批行业高质量数据集建设标准和工具。

On April 15, the National Data Administration invited public comments on the ‘Implementation Plan for Promoting the Construction of High-Quality Industry Datasets (Draft for Comment)’. The plan focuses on key aspects such as the supply, circulation and application of high-quality industry datasets, and outlines six specific initiatives: strengthening foundations and expanding capacity; tackling annotation challenges; improving quality and efficiency; empowering applications; enhancing management and services; and unlocking value. The objective is to establish, by the end of 2028, a range of high-quality industry datasets covering key sectors that have been validated through practical application; to create a number of exemplary application scenarios for data-driven AI innovation and development; to foster a cohort of innovative data enterprises and specialised talent with leading advantages; and to develop a set of standards and tools for the construction of high-quality industry datasets.

6.上海市通信管理局通报2026年第二批侵害用户权益行为APP（SDK）

4月14日，上海市通信管理局通报2026年第二批侵害用户权益行为APP（SDK），涵盖4款APP（SDK）被检出存在未明示个人信息处理规则、强制、频繁、过度索取权限等侵害用户权益的违规行为。上海市通信管理局要求相关运营主体限期完成整改，提交书面整改报告与自评估报告，逾期未整改的将依法依规处理。

Shanghai Communications Administration Announces the Second Batch of 2026 Apps (SDKs) Infringing on User Rights

On April 14, the Shanghai Communications Administration announced the second batch of 2026 apps (SDKs) found to infringe upon user rights. A total of four apps (SDKs) were identified as having committed violations such as failing to clearly state personal information processing rules, and coercively, frequently, or excessively requesting permissions, thereby infringing upon user rights. The Shanghai Communications Administration has required the relevant operators to complete rectifications within a specified timeframe and to submit written rectification reports and self-assessment reports; those failing to rectify the issues by the deadline will be dealt with in accordance with the law and regulations.

7.国务院公布《中华人民共和国反外国不当域外管辖条例》，自公布之日起施行

4月13日，国务院公布《中华人民共和国反外国不当域外管辖条例》（国务院令第835号），自公布之日起施行。该条例旨在维护国家主权、安全和发展利益，保护中国公民、组织合法权益，建立健全应对外国不当域外管辖的工作机制，明确核心反制措施，包括可以将推动实施或者参与实施外国不当域外管辖措施的外国组织、个人列入恶意实体清单，禁止或者限制中国境内的组织、个人向其提供数据、个人信息，与其进行有关交易、合作等活动。

The State Council Promulgates the ‘Regulations of the People’s Republic of China on Countering Improper Extraterritorial Jurisdiction by Foreign States’, Effective from the Date of Promulgation

On April 13, the State Council promulgated the ‘Regulations of the People’s Republic of China on Countering Improper Extraterritorial Jurisdiction by Foreign States’ (State Council Order No. 835), which came into force on the date of promulgation. These Regulations aim to safeguard national sovereignty, security and development interests, protect the legitimate rights and interests of Chinese citizens and organisations, and establish a sound working mechanism to address improper extraterritorial jurisdiction by foreign entities; and clarify core countermeasures. These include the ability to place foreign organizations and individuals that promote or participate in the implementation of improper extraterritorial jurisdiction measures on a list of malicious entities, and to prohibit or restrict organizations and individuals within China from providing data or personal information to such entities, or engaging in related transactions, cooperation, and other activities with them.

On April 13, the CAC issued the ‘Notice on Strengthening the Standardised Management of Online Live Streaming Tips’, requiring website platforms to clearly state tipping rules, standardise the activation of tipping revenue-generating permissions, provide tipping limits and reminder functions, and regulate tipping amount rankings and tipping interactions, improve mechanisms for the protection of minors, establish a negative list for profit-making activities involving tipping, strengthen the identification and handling of abnormal tipping behaviour as well as the handling of complaints and reports, increase the severity of penalties and public exposure for violations, effectively safeguard the legitimate rights and interests of internet users, and promote the healthy development of the online live-streaming industry.

The European Data Protection Board (EDPB) Publishes a Draft Template for Data Protection Impact Assessments (DPIA) for Public Consultation

On April 14, the European Data Protection Board (EDPB) formally adopted the Data Protection Impact Assessment (DPIA) template and published a draft for public consultation. The template will help organisations structure, harmonise and evidence their DPIA reporting processes. The template is complemented by an explainer document providing concise explanations for completing this template effectively, by breaking down key concepts in a simple language and addressing possible questions and knowledge gaps controllers might have.
